The Transportation Council’s Planning Committee will also discuss the NYS Route 7 Traffic Calming Project in the Town of Niskayuna.
ALBANY, NY April 30, 2026 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on May 6, 2026, at 9:30 a.m. The meeting agenda includes action on several 2025-2030 Transportation Improvement Program (TIP) amendments including changes to CDTA’s Transit Capital program, a new project proposal from NYSDOT for traffic calming on NYS Route 7 in the Town of Niskayuna, and new projects being recommended for funding through the FTA 5310 Program. The 5310 Program provides funding for vehicles and other transportation initiatives that benefit Seniors and Individuals with Disabilities.
Details on the proposed amendments to the 2025-2030 Transportation Improvement Program (TIP) are as follows:
- CDTA Capital Program Amendments – Seven project amendments including the addition of three new projects.
- Proposed changes will align the TIP with CDTA’s 2026-2027 budget approved at its March 2026 Board meeting.
- Relating TIP ID#’s: T6B, T140, T11, T14B, T16, T137, and new projects T165, T166, and T167
- S290: Route 7 Traffic Calming – New Project
- Addition of a new $5.8 M project to utilize traffic calming features such as raised medians and narrowed lanes to encourage lower speeds between St. Davids Lane and Mohegan Avenue.
- NYSDOT is project sponsor.

- Section 5310 Enhanced Mobility of Seniors and Individuals with Disabilities Grant Awards – Six new projects.
- Addition of six new projects awarded a total of $2.305M through the FTA Section 5310 Program.

The Planning Committee will also act on the release of the Title VI Analysis for public review and project recommendations for funding through the NYS Roadway Departure Safety Action Plan program. Discussion items include a review of the Transportation Council’s Performance and Expenditure Report from October 2025 through March 2026, a presentation on recently completed technical assistance projects through the Transportation Council, a summary of 2025-2030 TIP Administrative Modifications, a NYSDOT project delivery update, and the status of regional and local transportation planning studies.
