Funding Available for Community Planning and ADA Transition Plans

The Transportation Council seeks proposals from local governments for transportation planning related projects.

ALBANY, NY October 15, 2025 – The Capital Region Transportation Council (Transportation Council) is seeking proposals for community and transportation planning related projects to include in its work plan for the fiscal year beginning April 1, 2026. The Transportation Council’s work plan is known as the Unified Planning Work Program (UPWP) within which federal transportation planning funds, made available through the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA), are assigned to planning activities in the Capital Region.

Cities, towns, villages, and counties within Albany, Rensselaer, Schenectady, and Saratoga Counties (except the Town of Moreau and the Village of South Glens Falls) are eligible to apply along with the Transportation Council’s member organizations. Eligible projects include but are not limited to Linkage Program transportation and land use plans, data collection and analysis efforts, technical assistance toward transportation policy development and staff training initiatives such as safety, complete streets, or other transportation related subjects, as well as pedestrian infrastructure data collection, condition assessment, and the preparation of ADA Transition Plans.

Planning priorities for this solicitation have been derived from our new regional transportation plan In Motion: The Plan to 2050 which identifies safety, mobility, access, livability, and resilience as our regional goals. The planning priorities are:

  • Integrate Transportation and Land Use Planning
  • Create a Connected System of Multiple Transportation Options
  • Enhance the Operation of the Transportation System
  • Support Economic Development
  • Maintain Infrastructure Assets
  • Plan for a Resilient Transportation System
