HALFMOON AND CLIFTON PARK, NY October 17, 2025 – The Capital Region Transportation Council (Transportation Council) in partnership with Saratoga County and the Towns of Halfmoon and Clifton Park is hosting a public meeting on Wednesday, October 22, 2025, to publicly launch the County Route 109 Complete Streets Study. The study focuses on assessing transportation options to improve safety, accessibility, and connectivity for all users in the Study area.
The Study area is centered on County Route 109 (Kinns Road in the Town of Clifton Park and Farm to Market Road in the Town of Halfmoon). From west to east, the Study corridor begins in the Town of Clifton Park at the intersection of County Route 109 and NYS Route 146A and continues eastward over the I-87 Northway, through the US Route 9 intersection, and terminates just east of Highview Way in the Town of Halfmoon. The Study area includes Kinns Road Park, portions of the Dwaas Kill Nature Preserve, and the subdivisions lining Kinns Road and Farm to Market Road.
The Town of Halfmoon proposed this Study with support from the Town of Clifton Park and Saratoga County to provide strategic guidance for future transportation improvement projects, evaluate land-use considerations, and ensure increased accessibility and connectivity of roadways while at the same time allowing for a variety of transportation options to safely take root in Clifton Park and Halfmoon. The Study will assess options for bicycle and pedestrian infrastructure in the Study area along with improved connections for all modes of travel between subdivisions, community parks, businesses, and other land uses.
This public meeting will be structured as an in-person open house style meeting and community members are welcome to stop by anytime between 5:00 PM and 7:00 PM on Wednesday, October 22, 2025, at the Clifton Park-Halfmoon Public Library Room A-B, located at 475 Moe Road, Clifton Park, NY 12065. The meeting will provide an opportunity for the public to learn more about the Study, identify existing transportation safety issues and recommend changes to improve connectivity and accessibility along County Route 109, and meet with the project team. A brief presentation will be given at 5:30 PM and will include an overview of the Study’s goals, key findings from the existing conditions report, and next steps in the process.
The Study is being funded by the Town of Halfmoon, Town of Clifton Park, Saratoga County, and the Transportation Council as a Linkage Program study through the Transportation Council’s Unified Planning Work Program.
