The Transportation Council’s Planning Committee will also act on several changes to federally funded transportation projects.
ALBANY, NY December 31, 2025 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on January 7, 2026, at 9:30 a.m. The meeting agenda includes a presentation on the results of the Reimagining I-890 Exit 4C PEL Study. This Planning and Environmental Linkages (PEL) study, sponsored by Schenectady County, encompassed a 0.4-mile area around SUNY Schenectady, bounded by Interstate 890, Washington Avenue, the Mohawk River, and Erie Boulevard. The goal of the study was to reevaluate the 60-year-old interchange in favor of a safer, more connected area for pedestrians, cyclists, and drivers. View the draft report.
The primary action items are three amendments to capital projects on the Transportation Council’s 2022-2027 Transportation Improvement Program (TIP) and related 2025-2030 TIP. The TIP catalogs all Capital Region transportation projects using federal funds. The three TIP project amendments are:
- Frisbie Avenue Reconstruction Project (TIP ID# A612/PIN ID# 176231) – $1.102M cost increase, project sponsor is the City of Albany.
- NY 2 Congress and Ferry Streets from 11th Street to the Congress Street Bridge Ramps (TIP ID# R339/PIN ID# 176161) – $3.391M cost increase, project sponsor is the City of Troy.
- New Karner Road Corridor Improvements and Washington Avenue Extension/Madison Avenue Extension Roundabout (TIP ID# A295 and A633/PIN ID# 113216 and 176292) – $1.165M cost increase, project sponsor is Albany County.
Action is also expected on proposed revisions to the TIP amendment guidelines. Discussion items include an update on the 2026-2027 Unified Planning Work Program, a summary of 2022-2027 TIP Administrative Modifications, a NYSDOT project delivery update, and an update on the status of regional transportation planning initiatives.
