Transportation Council to Discuss Housing Trends in the Capital Region

The Transportation Council’s Planning Committee will also act on several changes to federally funded transportation projects.

ALBANY, NY October 31, 2025 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on November 5, 2025 at 9:30 a.m. The meeting agenda includes a presentation on Capital Region housing trends from the Capital District Regional Planning Commission. The presentation will focus on their 2025 Capital Region Housing Affordability Report and Capital Region Housing Trends: Missing Middle vs. Single-Family Report.

The primary action items are six amendments to capital projects on the Transportation Council’s 2022-2027 Transportation Improvement Program (TIP) and related 2025-2030 TIP. The TIP catalogs all Capital Region transportation projects using federal funds. The six TIP project amendments are:

  1. Transit Bus Replacement/Expansion (TIP ID# T17/PIN ID# 18204048), CDTA Project Sponsor – Cost increase of $7.572M from recent funding awards through the NYSDOT Public Transportation Modernization and Enhancement Program (MEP) and the Accelerated Transit Capital Program (ATC) for federal fiscal year 2025-2026. Total project cost is $51.036M. Transportation Council Policy Board approval will be required.
  2. Schenectady West Facility Property (TIP ID# 159/PIN ID# CDTA09), CDTA Project Sponsor – Cost increase of $0.6M from a recent funding award through the NYSDOT ATC Program for federal fiscal year 2025-2026. Total project cost is $1.5M.
  3. STAR Bus Replacement and Expansion (TIP ID# T6B/PIN ID# 182037), CDTA Project Sponsor – Cost increase of $0.298M from a recent funding award through the NYSDOT ATC Program for federal fiscal year 2025-2026. Total project cost is $3.738M.
  4. I-87 Pavement Resurfacing from Western Avenue to the Mohawk River (TIP ID# A645/PIN ID# 172273), NYSDOT Project Sponsor – Cost increase of $4.744M (project is only in the 2025-2030 TIP). Total project cost is $21.065M. Transportation Council Policy Board approval will be required.
  5. I-87 Pavement Resurfacing from the Mohawk River to Exit 11, NYSDOT Project Sponsor – Merger of two projects with TIP ID# SA368/PIN ID# 1722.82 (project is only in the 2025-2030 TIP). Cost increase of $3.531M. Project with TIP ID# SA369/PIN ID# 1722.83 is being removed from the 2025-2030 TIP. Total project cost is $21.271M. Transportation Council Policy Board approval will be required.
  6. NEW PROJECT: Rt 2 Congress Street Bridge over the Hudson, BIN 1004279, NYSDOT Project Sponsor – Drawdown on regional block funds for bridge preservation projects to create a new bridge preservation project for the Congress Street Bridge over the Hudson River. Project cost is $10.2M. Fund source will be Bridge Formula Program instead of National Highway Performance Program. Total project cost is $10.2M. Project is only in the 2025-2030 TIP. Transportation Council Policy Board approval will be required.

Action is also possible on a proposed revision to the TIP amendment guidelines. Discussion items include the Transportation Council Performance and Expenditure Report for April 1 – September 30, 2025 and an update on the technical assistance program.
