Transportation Council to Discuss Route 7 Corridor Study

The Policy Board of the Transportation Council will also approve the 2026-2027 Unified Planning Work Program (UPWP).

ALBANY, NY February 27, 2026 – The Policy Board of the Capital Region Transportation Council (Transportation Council) will convene on March 5, 2026, at 3:00 p.m. The Policy Board will act on four amendments to projects on its capital program:

Additional agenda items include approval of the 2026-2027 Unified Planning Work Program (UPWP) and a TIP amendment policy proposal. The 2026-2027 UPWP includes just over $5M in planning activities and supports Transportation Council staff time, consultant initiatives, vendor support services, and Capital District Regional Planning Commission transportation planning related work efforts. Work program highlights include:

  • Begin implementation of In Motion: The Plan to 2050, the regional transportation plan, and the Capital Region Vision Zero Safety Action Plan.
  • Hire consultants to:
    • Prepare the Aiken Avenue Area Linkage Study for the City of Rensselaer to identify safe, multimodal transportation options for residents.
    • Prepare the County Route 76 Corridor Study for the Town of Stillwater to address safety, multimodal access, and evolving land use patterns between the Village of Stillwater and the Saratoga Lake/NY 9P area.
    • Prepare an ADA Self-Analysis and Transition Plan for the Village of Scotia.
    • Conduct a regional household travel survey.
    • Prepare a regional Superload Corridors Plan to address transportation system constraints related to the movement of oversize and overweight freight loads.
    • Prepare a regional Resilience Plan for transportation infrastructure.
  • Begin planning for a regional active transportation/complete streets network.
  • Host a Transportation and Housing Workshop to help jurisdictions plan for housing supply in areas with transportation options.
  • Hold a Tools of the Trade Workshop for human services transportation providers.
