Transportation Council to Review Draft 2026-2027 Transportation Planning Work Program

The Transportation Council’s Planning Committee will also act on several changes to federally funded transportation projects.

ALBANY, NY January 30, 2026 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on February 4, 2026, at 9:30 a.m. The Planning Committee will review and approve the Draft 2026-2027 Unified Planning Work Program (UPWP) for public review. The UPWP identifies transportation planning activities to be undertaken in the Capital Region to further develop planning priorities identified in “In Motion: The Plan to 2050,” the region’s metropolitan transportation plan. At minimum, the UPWP includes a description of each task, identifies the resulting products, and identifies who the work will be performed by (i.e., Transportation Council staff, consultants, etc.). The time frames for completing each task are also identified along with costs and fund sources. The Transportation Council’s planning activities are primarily funded through federal transportation planning resources.

In addition, five amendments to capital projects on the Transportation Council’s 2022-2027 Transportation Improvement Program (TIP) and the related 2025-2030 TIP will be acted on. The TIP catalogs all Capital Region transportation projects using federal funds. The proposed TIP amendments being released for public review are:

Additional action items include planning study awards through the 2026-2027 Local and Regional Transportation Planning solicitation and revisions to the Transportation Council’s Public Participation Plan and related Limited English Proficiency Plan. Discussion items include a review of federal data related to New York State bridge conditions, a summary of 2022-2027 TIP Administrative Modifications, a NYSDOT project delivery update, and the status of regional and local transportation planning studies.
