The Transportation Council’s Policy Board will also approve several capital project amendments and a new Limited English Proficiency Plan.
ALBANY, NY August 28, 2026 – The Policy Board of the Capital Region Transportation Council (Transportation Council) will convene on September 3, 2026, at 3:00 p.m. The meeting agenda includes a presentation on “What’s Next with Federal Surface Transportation Funds” presented by Sandra Misiewicz, Transportation Council Executive Director. The presentation will highlight accomplishments made under the Infrastructure Investment and Jobs Act set to expire in September 2026 and will review several policy proposals for the next federal transportation law.
The agenda also includes action on several changes to existing capital projects in the Transportation Improvement Program (TIP) along with the addition of several new projects. The proposed project changes and new projects include the following:
- A614: 25th Street Corridor Reconstruction
- Total project cost = $19.163M
- $13.608 M cost increase due to sewer replacement work, inflation, and updated cost estimates
- Sponsor: City of Watervliet
- Location: City of Watervliet
- Roadway Departure Projects
- Total project cost = $4.167M
- Addition of four new projects funded through the NYS Roadway Departure Safety Action Plan implementation program.
- Sponsors: Albany County, Town of Guilderland, Town of Halfmoon, Town of Wilton
- Locations: Albany County, Town of Guilderland, Town of Halfmoon, Town of Wilton
- A635 and A634 – Bethlehem Priority Corridors Sidewalk Replacement and Installation
- Separation of a single project (A635) into two projects due to over 100 right of way acquisitions needed to construct the sidewalk.
- New project cost for A635 = $4.590 M; A634 = $2.068 M

- Location: Town of Bethlehem
Once approved, the project changes and new projects will be added to the Transportation Council’s 2025-2030 TIP.
Additional action items include the approval of the revised Limited English Proficiency Plan and amendments to the FY2026-27 Unified Planning Work Program (UPWP). Discussion items will include an update on TIP performance and project delivery and the status of regional transportation planning activities.
