New York State Association of Metropolitan Planning Organizations (NYSAMPO) Staff Support RFP August 13, 2024

 The New York State Association of Metropolitan Planning Organizations (NYSAMPO) is a coalition of the fourteen New York State Metropolitan Planning Organizations (MPOs), which have committed to working together toward common transportation planning goals. The Capital Region Transportation Council (Transportation Council) is the designated Metropolitan Planning Organization (MPO) carrying out federal requirements for cooperative transportation planning and programming in Albany, Rensselaer, Saratoga, and Schenectady Counties (except for the Town of Moreau and the Village of South Glens Falls) in New York State. The Transportation Council is issuing this Request for Proposals (RFP) to qualified consulting firms or teams of firms to provide the MPO Directors with staff support services for the management and operation of NYSAMPO. • September 4, 2024 – Deadline for questions about the RFP
  Question 1: Is there an incumbent consultant?  If so, who is the current vendor?  If not, how is the organization currently being administered and managed?
  Response 1: Our current staff support contract is with a team of firms led by Cambridge Systematics. Other firms/teams have served this role in the past.
  Question 2: On July 18th, a Request for Quote – Public Meeting Facilitation Training was issued.  Has this been awarded and to whom?  Is that Training in addition to “Task 4: Training” in the RFP.
  Response 2: The July 18th Request for Quotes – Public Meeting Facilitation Training is not related to the Staff Support RFP. An award has not yet been made
  Question 3: Is the two-year $500,000.00 upset amount for staffing only?
  Response 3: The $500,000 is a capped amount for all expenses related to the scope of services.
  Question 4: What is the entire budget for the operations of the organization?
  Response 4: NYSAMPO does not have an operating budget beyond the 500,000 for staff services.
  Question 5: What is the anticipated number of registrants for the NYSAMPO Planning Conference in 2025?  Are there exhibit booths in addition to the sponsorship?
  Response 5: The 2023 Conference attendance was 125. Yes, there are exhibit booths and sponsorship opportunities.
  Question 6: The RFP scope represents the typical work of an Association Management Company.  How important is subject matter expertise?
  Response 6: Familiarity with metropolitan transportation planning issues, especially those specific to New York MPOs is worth +/- 15 points in the evaluation of submissions. Subject matter expertise is important to NYSAMPO.
