County Route 109 Complete Streets Study REI

January 24, 2025 – The Transportation Council is issuing a request for expressions of interest (REI) from qualified firms or individuals to undertake the County Route 109 Complete Streets Study for the Town of Halfmoon, Town of Clifton Park, and Saratoga County. The Town of Halfmoon proposed this study to provide strategic guidance for future transportation improvement projects, evaluate land-use considerations, and ensure increased accessibility and connectivity of roadways while at the same time allowing for a variety of transportation options to safely take root in Clifton Park and Halfmoon. The project sponsors would like to assess the best options for bike and pedestrian infrastructure in the study area along with improved connections for all modes of travel between subdivisions, community parks, businesses, and other land uses. For more information and to request the full REI click here.

February 17, 2025 – Deadline for final release of REI Addendum(s):

Question: Please clarify the level of detail anticipated in terms of right-of-way. It is noted that the Towns and County will provide tax parcel data, and the consultant will provide a ROW assessment and locations of easements. Is the Transportation Council requesting a ROW survey be completed, or simply the deed research needed to identify existing easements? Easements are not always part of publicly available tax map data.

Answer: Surveying is not an eligible activity for this type of planning study. We are looking for a general assessment of the available space to potentially fit various street design options at a conceptual level of detail.
