Transportation Council Releases Draft Vision Zero Safety Action Plan for Public Review

Comments on the draft Plan are due by August 31, 2025.

ALBANY, NY August 8, 2025 – The Planning Committee of the Capital Region Transportation Council (the Transportation Council) has released the Draft Capital Region Vision Zero Safety Action Plan for public review. The development of the Plan has been a collaborative effort between the Transportation Council and the Cities of Albany, Saratoga Springs, Troy, and Watervliet, as well as the Village of Green Island. The Plan was made possible by a $1.15M grant from the Federal Highway Administration through the Safe Streets and Roads for All Program with additional support from the New York State Department of Transportation.

The draft Plan contains several proposed policies, strategies, and capital projects to eliminate fatal crashes and reduce serious injury crashes by 50% by the year 2050 on all public roadways in the Capital Region. The proposed strategies and projects recommended in the draft Plan were informed by a systemic crash analysis and extensive public feedback.

The draft Plan is available in PDF format for public comment on the project website www.CapitalRegionVisionZero.org. Comments received by August 31 will be reviewed and incorporated into the final Vision Zero Safety Action Plan. Vision Zero is a multidisciplinary approach, bringing together diverse and necessary stakeholders to address fatal and serious injuries. Vision Zero acknowledges that many factors contribute to safe mobility — including roadway design, speeds, behaviors, technology, and policies — and sets clear goals to achieve the shared goal of zero fatalities and severe injuries. This effort will be guided by the Safe System Approach, which focuses on building multiple layers of protection to both prevent crashes from happening in the first place and also minimizing the harm caused to people when crashes do occur. This approach shifts away from conventional thinking about safety because it focuses on both human mistakes AND human vulnerability, designing a system with many redundancies in place to protect everyone.
