The Policy Board of the Transportation Council will meet to adopt two new regional transportation plans and other key documents.
ALBANY, NY August 29, 2025 – The Policy Board of the Capital Region Transportation Council (Transportation Council) will convene on September 4, 2025 at 3:00 p.m. After more than two years of work, the Transportation Council will be adopting two new planning documents: In Motion: The Plan to 2050 and the Capital Region Vision Zero Safety Action Plan.
In Motion: The Plan to 2050 is the Capital Region’s new metropolitan (or regional) transportation plan. It outlines transportation policy and funding priorities through the year 2050, developed in consultation with residents, businesses, visitors, transportation providers, and state, regional, and local government leaders.
The Plan includes an inspiring vision for the region’s future transportation system and promotes the goals of safety, mobility, access, livability, and resilience. Maintaining the transportation system in a state of good repair, providing clean and efficient transportation options, supporting economic development and transportation-supportive land use planning, and ensuring the transportation system is safe, resilient, and reliable for the movement of both people and goods are among our top priorities.

The Capital Region Vision Zero Safety Action Plan is a regional safety plan that focuses on reducing fatal and serious injury crashes in the Capital Region. The goal of the Plan is to eliminate fatalities and reduce serious injuries by 50% by the year 2050. The Plan follows the Safe System Approach, a national paradigm for eliminating roadway fatalities by addressing human error and vulnerability through multiple layers of protection. It focuses on five key areas: safer people, safer roads, safer vehicles, safer speeds, and post-crash care. The approach accounts for both human mistakes and the human body’s vulnerability during collisions by both preventing crashes and reducing harm when crashes may occur.
Following a detailed safety analysis and supported by ongoing community engagement, the Plan identifies policy and process changes and capital improvement projects as part of a safety implementation program. Policy and process recommendations relate to complete streets, speed management, education, post-crash care, funding, and the establishment of a regional vision zero policy and a roadway safety management system. Capital projects include “hot spot” improvement projects within corridors and system wide improvements at intersections related to pedestrians and for roadway departures and speed management.

Additional agenda items include approval of a 2022-2027 Transportation Improvement Program (TIP) amendment related to a cost increase on TIP project A619 – I-90 Pavement Resurfacing from I-87 to Corporate Woods, approval of amendments to the 2025-2026 Unified Planning Work Program (UPWP), support for CDTA’s public transportation agency safety plan and performance targets, and approval of the Transportation Council’s Air Quality Conformity Determination for In Motion: The Plan to 2050.
