The Capital Region Transportation Council’s Planning Committee will also meet to approve changes to its Unified Planning Work Program.
ALBANY, NY July 31, 2026 – The Planning Committee of the Capital Region Transportation Council (Transportation Council) will convene on August 5, 2026, at 9:30 a.m. The meeting agenda includes action on an amendment to the 2026-2027 Unified Planning Work Program and nine amendments to the 2025-2030 Transportation Improvement Program (TIP). Seven of the TIP amendments are changes to existing projects with cost increases valued at over $8.4M and two amendments are for new projects valued at over $4.9M in discretionary program awards. The proposed project changes include the following:
- SA366: Rte. 9/ I-87 Exit 13/ Old Post Rd Safety Project
- Total project cost = $1.817M
- Proposed $1.101M cost increase related to a revised engineer’s estimate.

- Location: Town of Malta
- A595: DUNN WB TO I-787 SB, BIN 109294A
- Total project cost = $14.660M
- Proposed $2.310M cost increase related to eight total bridges.
- Sponsor: NYSDOT
- Location: City of Albany
- New: Route 7 Collar City Connections – Design Only Project
- Total project cost = $0.800M
- New planning project awarded to NYSDOT through the federal Reconnecting Communities Program to evaluate ways to redesign Hoosick Street in the City of Troy and Town of Brunswick.

- New: Roadway Departure Projects (4 new projects)

- Albany County = $1.540M
- Town of Guilderland = $0.375M
- Town of Halfmoon = $0.582M
- Town of Wilton = $1.670M
- Four new projects to implement safety improvements to reduce Roadway Departure crashes. Funding was made available through the NYSDOT Roadway Departure Safety Action Plan program.

- A614: Columbia Street Pedestrian Accessibility and Safe Routes to School Enhancements
- Total project cost = $7.392M
- Proposed $0.302M cost increase due to higher than expected bids. Cumulatively, this project has received $1.3M from past amendments. Sponsor and Location: City of Cohoes
- A604: Carman Road / East Old State Ped Improvements
- Total project cost = $2.960M
- Proposed $0.991M cost increase due to higher than expected bids.
- Sponsor and Location: Town of Guilderland
- A635 and A634: Bethlehem Priority Corridors Sidewalk Replacement and Installation – Project being split into two.
- Total project cost: A635 = $4.590 and A634 = $2.068M
- Proposed $0.900M cost increase due to higher right of way and construction costs. Project was split into two to properly distribute the necessary right of way acquisitions.
- Sponsor: Town of Bethlehem
- Location: Bridge Street, New Scotland Road, Delaware Avenue, Elsmere Avenue, and Kenwood Ave, Town of Bethlehem
- SA350: Town of Wilton Traffic Safety and Pedestrian Connectivity Project
- Total project cost = $5.827M
- Proposed $1.625M cost increase due to revised cost estimates scope adjustments based on public input.

- SA354: CR 1 (Stony Creek Rd) over Wolf Creek Replacement, Bridge NY
- Total project cost = $3.170M
- Proposed $1.180M cost increase due to a revised engineer’s estimate.

- Location: Town of Hadley
The Planning Committee will also discuss the NYSDOT Traffic Signal Consultant update, TIP project administrative modifications, and the status of regional transportation planning initiatives.
